Employment history
Raymond Wong was the Assistant Director of the Immigration Department in Hong Kong Special Administrative Region, China, in charge of development and management of information systems from 2002 till March 2007 when he retires from the Department.

Raymond joined the Immigration Department in 1972. Since 1982, he had been responsible for the implementation of a number of important IT projects of the Department. These included the Identity Card Information System in the 1980's; the Information Systems Strategic Study in 1991; the implementation of the Corporate Database project in 1994; the Travel Document Information System supporting the issuance of the HKSAR passport in 1997; the Information Systems Strategy Review in 1999. He was responsible for the implementation of the Updated Information Systems Strategy of the Department from 2000 till 2007. The implementation of the Strategy involved the launching of 30 projects including a number of innovative and high-profile projects like the Smart Identity Card Information System in 2003, Automated Passenger/Vehicle Clearance Systems (the e-channels) from late 2004 till mid 2006, the e-Passport System supporting the issuance of e-travel documents, and the Easy Application and Investigation System, Electronic Records Program. 

He received the Bachelor of Laws degrees from university in China and UK respectively and has been awarded five Master degrees in Comparative Law, Chinese Laws, Management, Information Systems and Business Administration from Hong Kong and China universities. He was awarded the Doctor of Business Administration degree by the University of Newcastle, Australia in 2007. Mr. Wong was awarded the Immigration Service Medal for Meritorious Service in 2001. Mr Wong was awarded ID People Awards (Honorable Mention) in the ID World International Congress, Milan in November 2006. Raymond has been the part-time lecturer at the Chinese University of Hong Kong since 1998 and the Visiting Researcher of the Jiaotung University in Shanghai, China since March, 2007.

Expertise
Raymond is a world-renowned specialist in identification documents. He has profound knowledge and experience in document design, both artwork and security features, as well as the design of the supporting issuance system. He has released expert articles in world famous journals on secure documents (e.g. the Keesing Journal of Documents & Identity) and has proposed several important concepts on document security like life cycle management and holistic approach. He was responsible for the design and implementation of the e-passport in Hong Kong and has been nicknamed as the "father of the e-passport" in the region.

He is also the inventor of the modern self-service immigration clearance auto-gates in Hong Kong and has been named the "father of the e-channels". The e-channels in Hong Kong have been rated the most innovative design causing revolutionary changes in immigration control both in the region and the world. He has excellent knowledge and experience in the application of biometrics, including fingerprints, face recognition and iris scanning for immigration purpose. This is well evidenced by the wide application of biometrics technology in the Hong Kong Immigration Department. In fact Raymond is the designer and patent owner of the mobile face-recognition station of the Department.

With his 35 years service in immigration control and over 25 years involvement and leadership of IT/IS applications in the area, Raymond has unrivaled experience in designing IT/IS systems at immigration check points to help the Department to provide expeditious customer services to genuine visitors while protecting the nation from security attack.

Last but not least, he is a renowned project director with impressive interpersonal skill and managerial expertise. This accounts for the all-success record of the Immigration Department in implementing the multi-billion dollars ( US ) projects in the past twenty years. His shrewd judgment, full commitment and skilful managerial technique have accounted for this impressive result.
